CIC will ask PCC and medical for non-accompanying spouse. I think the letters (AOR, SA and medical request) indicate that the spouse has to comply that mandatorily. Please take this requirement seriously otherwise that becomes strong ground of refusal.

If they addressed as "you " without any further requirement, appears to be for the principal applicant. But normally both your dad and mom has to provide fingerprints unless one of them is over the threshold age (may be 80).

Are you asking about biometrics or PCC. Biometrics must be for all adults who will be getting PR visas but bar coded requisition form will be issued to each. PCC must be also for all adults including non-accompanying spouse if any.
