Quebec Skilled Worker (QSW) program will be opened soon

+1 You make some very good points, which I've also tried to address before in other posts. I'll say it again: it is possible to qualify for and obtain a CSQ without French. It is, in some rare cases, in Montreal & perhaps Gatineau/Hull, to find jobs with no French. It is very hard generally...

Can I stay in Quebec and work while waiting for PR acceptance?

You can't extend a PGWP. If your application for a CSQ has been refused you: a) Apply again (through the regular QSW program which is opening 4/11/2015 - French not required) b) Need an LMIA & wp.

    Returning Resident Help

The Canadian High Commission in London won't be able to help *at all* if you eventually need to redo the immigration process from scratch. But you haven't got to that stage yet.

No PR Card - Do I need a Travel Document ?

Until March 2016, with a visa-exempt passport, no. The problem is not at the Canadian border: as a PR, they will let you in. There *may* be a problem with the airline (although it's very unusual with a Visa exempt passport & a *return* ticket to Canada). Personally, I'be never been asked for a...
