    As a landed PR, you can only sponsor a dependant when you are living in Canada. Your son as an American citizen can be admitted to Canada for up to 6 months as a visitor, then you can extend the visitor visa from within Canada.

    If you are already a Canadian PR, you can't "add" him to any application. Your application is done. You would need to sponsor him for PR, unless your wife is a Canadian citizen? See the family sponsorship board. As a PR, you would also need to be in Canada to sponsor him.

    WES is not required or even requested. ARM = arrangement de reconnaissance mutuelle (it's noted on the form & explained on the website). There's only one currently in existence: with France, & it only covers certain professions/qualifications.
