Actually, you are not obligated to update IDs. As this person is a PR, they were born outside of Ontario, meaning that they are now entitled to use either name they want as long as it is not for fraud. Read the Change of Name Act.

Before the pandemic, everyone would do their tests in person and then have an interview there for the officers to check your test results and documents and to ask basic questions. So having an interview is not really special or out of the ordinary when you consider that.

Send your urgent processing request with proof in a web form, and letter mail to CPC-Sydney and your citizenship office with urgent processing written on the envelope.
