That application went from Background to Oath in less than a month, the officer must have wanted to do a fast one to meet a monthly quota. You are not getting that.
Go look at the document requirements for new applications. Photocopies of all passport pages! You will not get out of submitting those pages by sending a new application. What a ridiculous consultant and your irrational thinking.

You only get the email if you press the button to send an email on the result page right after you submit the test. That is an unofficial, unverified result.
You can send another online application with the same fee receipt. I submitted 2 applications on the same day because of a similar mistake. They accepted the first application and ignored the second one. I didn't even tell them anything about it.
No, it was broken. Someone just got a test update that was completed April 12. It used to update every weekday at 6 AM ET, not at this hour. I emailed the technical help and they said they would look into it, I assume they fixed it.
The new tracker is now working properly. My test status was apparently Completed on April 19, but was not visible until a few minutes ago due to the broken tracker that has now been fixed.
