No it's not standard. They are asking you to provide a new offer letter from your school for May Intake as you cannot attend the January Intake. You need to provide this Asap

You may find more useful feedback asking this question on GMAT Club. They have threads for Business Schools with different intake dates. I would search Queens MBA August 2020 Intake and ask your question there.

Damn, that really sucks because it wasn't even your fault. Your college has kind of f*cked you over here. You should have the college write a letter of apology on your behalf and explain what when wrong with the college insignia and letterhead. Absolutely unacceptable.

Your program starts in September right? I wouldn't stress just yet since it's only February but you should be hearing back March/April. Also, I think Engineering at Windsor is competitive since it's the cheapest Engineering program and lots of applicants apply.

There are different rounds of intake. If someone doesn't accept then you may be given their place but I don't think you received acceptance for the 1st round.
