    INLANDERS!

You should be careful of landing POE if you are applying inland. Reason being, if you flagpole, you have to exit the country before you are officially land as a PR. Then you deal with the risk that you would take upon leaving the country while an inland application is in process. They might...

    INLANDERS!

have you tried calling the call center, to get a client ID? if you have a visitor record, you might have your client ID on that. Otherwise, if you still can't log in, I don't know. You could try calling again, or just waiting. if all has gone well, it looks like your application would be up...

    INLANDERS!

I don't see why a sponsor cannot travel during the inland app. The only problem with traveling outside of the country while inland, is if you get refused entry back in. But for a Canadian citizen, they are allowed back in anyway.

    INLANDERS!

You'll have to wait for the local CIC office to call you. I'm just basing this off of what other people's experiences have been.

    before or after PR status?

Technically, she is not supposed to "move" to Canada until she has PR. So that would include importing vehicles and bringing all of her things over.
