    The thing is, you can't apply for work permit then consider PR later, unless her employer is willing to sponsor her. If you are going the spousal sponsorship route, you can apply for work permit WITH PR application.

    If your record is clean, I would assume your case is going to be treated as "straightforward ". I moved around all my life as well, and they didn't give me any trouble when I requested my background check. Unless you need your record from multiple countries...     A permit allows you to stay in the country with a legal status. It does not guarantee reentry (it actually says that at the bottom). A visa is what permits entry.
