it is not regulated. But I do not know why they are doing that?

My NOC is 8232, i sent an email to SINP asking for any explanation regarding my case & still waiting.

Same as my application documents, even they arranged all my documents attached related to my bank accounts, however my application status is the same Waiting on applicant.

What is your application status before & after submitting the mail? is it changed or still the same? did you receive a missing document letter?

my CLB is 6, but i did not write my UCI number on the generic form. is that a big problem?

I am sorry, i did not get it. i think you are talking about part 6 - e in Schedule A, i believe it is different story.
