i can understand the difference exists for two tier citizenship one for natural born and other naturalized. But with this law it shall create 3 tier a)natural born b)naturalized before this law c)naturalized after this law category C has the least advantage >:(

Agreed and I would say do include this clause for the people who are newly applying to PR instead of existing holders. By which, new applicants can take a decision considering this 'conditional reward' after all hardships for years as PR

Agreed...many would have planned and even applied considering rules at that time....it should be applied to new applicants of PR...by which they can make informed decision whether to come to CAD or not!!??

I agree healthcare is broker system here but is this the way to resolve?..like in ON, one has to wait for 3 months before he/she eligible for healthcare after staying away from country for a long duration.... they may want to look into loopholes to avoid people taking advantage but this clause...

Thats the point. While signing the doc for this intend to stay you might not have any plans to leave the country. But circumstances or opportunity comes to you and you have to leave the country..will it be considered as a lie or cheat?

I and many others have intend to stay here and that why we are applying for it. But its like you are passing any certification in any field(with all hard work you put in) but it comes with a condition that you have to work in the same field or else it's not valid. It should rather be an option...

I am little selfish here starting this as a new topic about one of the thing I want to focus on in the new bill i.e. Intend to reside / stay proposal in the new bill proposed EVEN once you are granted citizenship. Isn't it sounded like discrimination or attack on freedom or conditional...
