NO, implied status would only be if you were waiting on the visa for the same employer but because its for a new employer you must wait until you receive the visa.

If your wifes job is NOC skill level A B or 0 then you can apply for an open work permit and you can then work for any employer without an LMO.

Hi children who will be attending primary or secondary education don't need a study visa it is covered on their visitor visa which is what I was issued for my 2 kids when I arrived in Canada and got our visas from the POE, I am from the UK so am visa exempt too. Don't worry ;). Hope that helps.
