    Yes, B2 in listening and speaking in TCFQ is enough for proving your french knowledge. Also, from August 1, 2013, Quebec is allowing an additional 2 points for writing as well. If you need more points, then you can opt to take the writing part. Otherwise, speaking and listening will suffice.
