Thanks for your reply krsenthilkumaran. So this proves that they will not reject an application based on the passport issue date mentioned on the PCC. I had started getting worried as mine was July, 2014.

08/01 application delivered to FBI 10/26 FBI confirms receipt of fingerprints (when we called and enquired) 10/28 PCC mailed via USPS. Awaiting for the delivery of the same.

My wife's fingerprints reached them on 1st August. On Monday (26th October) they said that it is in the final stages of processing. I am assuming this means they have started opening August batch.

Looking at the current processing times, I would say not before November 3rd week. They are opening July 27th packages as of today.
