It depends. If your file is within the processing time period, MP can not do anything. But if your file is out-of the processing time period, MP's office can pressure them for a reson why it's taking so long. So if your file is submitted in 2014 or before, MP can pressure them.

I have been getting this same reply from Delhi last November, don't see BC in progress. Before that they said your file is in queue for review.

Not true, they don't need to last PR visa for a year. However, you must have valid medicals before you land in Canada.
