    They improved the system, you don't need to choose "two or more degrees" now. The system will determine if you can claim points for two or more degrees with all education credentials you submitted automatically.

    I think your analysis is logical, the problem is: after a year, no one knows what's the current situation of the pool. I believe the cut off will eventually be getting lower, but how long will it take to reach a specific CRS point (such as 450) is a question.

    If your PCC is for your current resident country, I think you need to get new one, since it requires that the PCC for current resident country should be issued no more than 6 months before you submit application.

    I believe that as long as you got the ITA, even the ielts result expires before you submit application, the ITA is still valid. For every draw, the minister instruction says some thing like "Foreign nationals who, on November 16, 2016 at 13:12:45 UTC, have been assigned a total of 470 points or...

    Those are the draw time, the time deciding the cut off, not the time publishing results. So there should still be a chance we have a draw today.

    For masters grads, they may have already got PR through old PNP stream, such as OINP master stream. I mean, some of people you mentioned can get PR via other programs, no one knows how many these people are still waiting in the pool. Let's see the first draw after Nov 19th. ;)
