Technically a single candidate can get max. 520 points without any canadian ties.

If you loose just 0,5 point on language testing you can loose 58 points on the spot, while being PhD with just 1 year of work experience (which can be part of your studies on university), you will only loose 25 points (which makes you still eligible for the current cut off).
