    It's obvious from the context of the form. If the child hasn't been outside of Canada for more than 6 months, you don't need to provide details of his or her absences. It simplifies things for those minor applicants who haven't been outside the country a whole lot.

    Oh I beg to differ, it is a great question!!! February has the fewest days, so it stands to reason that it will have the fewest number of applicants. Now, 2016 is a leap year, so that February will have 29 days, which is obviously no good. Best thing for OP is wait until February, 2017 ;)
