One of our forum member got BOWP,his case also same as yours. he wrote covering letter and explained in detailed why he need BOWP. try your luck by applying BOWP with proper covering letter.its all depends on VO and our luck.

certainly you can apply BOWP again once you met the criteria. As of now there is no rule as such that you can not apply BOWP second time

The tips I have mentioned here will applicable for both Paper and online applications.
