IELTS score for CEC

Hi,

I am a software engineer and have two plus years experience in canada. I am planning to apply for PR under CEC. My IELTS scores are 6 Re: 6, Writing:6, Listening: 6, Speaking 6 . With this score, am I eligible to apply under this category.?
