5000 caps is for complete application, ie. all forms are filled and signed, and all required document is submitted. There's probably only half of what they receive today is "good enough" to be included in the 5000 cap. So don't be too worried. ;)

I'm sorry to tell you this, but I think you can't apply for Parent Sponsorship until years later. You need to be working and filing tax return for 3 consecutive years to be eligible. No pay stub, employment letter or cover letter can act as income proof. You're not working in 2012, so I guess...

If you are missing 2011 NOA, that's for sure you have to wait until 2016 to apply. If you have 2011 NOA but it does not meet the requirement, there's a chance you will get in the 5000 cap. BUT, later when CIC process your application and take a closer look to your document, they will reject it...
