Mailed out on Dec 31 2013 and made it into 5000 cap? Anyone?

I'm going to submit an application for sponsoring my Mom.

Can I mail out the application package before Jan 2?

Let say I go to Fedex/UPS on Dec 31 and make it a 1 day service so the package arrive at CIC on Jan 2. Is it OK?
I read on some other forums and people said we can only mail it on or after Jan 2. If the address label on the package indicate it's mailed on Dec 31, CIC will reject and return it.
And also, what if CIC update the forms on Jan 1...

I'm confused and worried. Especially when Jan 2 2015 is a Friday.

Anyone here submitted on Dec 31 last year and made it into 5000 cap? Or anyone used same day service by courier with success?

I highly doubt the cap will fill in 1 day. Last year it took 3 weeks or so. I would expect at least 1 full week this time around.

Just send it Jan 2. Why risk it having the app returned later due to sending it too early when the cap is already full.

My thoughts are, this year cap will be filled much faster coz the forms are ready weeks ahead, oppose to last year we only have a day or two to prepare the package.
Collecting document and sending the forms back and forth for signatures, it takes at least a couple days to a week to have it done.

But this time around most of us will have our package ready a head of time. Most package will be arrived at CIC on the first few days.

On other forums, there're a lotta crazy people already planning out illegal way to submit the package...I don't wanna be one of them.

So if anyone can confirm they got in last year cap with application sent on Dec 31, I will go ahead and do that.

it's for parent sponsorship. CIC puts a 5000 cap on applications for this stream of immigration.
