it should be an authentic letter from the employer, showing reasons for your need to take this study and its relevance to your job... and that the employer has asked you to take this course. it can be a normal experience letter format .

i dont think getting admission would be a problem. especially if she meets the requirements. how ever study permit is another story. still its not impossible for both of them... as long as they apply seperately. keep all the needed documents ready and be able to prove they will return back...
