I think they have started accepting applications in Ontario, from people applying from within Canada. You have the choice to send your complete package to either of the 2 places... I guess that might speed things up...

It depends where he is... If he is in Canada, he can have the 1 year in multiple professions

I guess, u can do your landing, provided you go through the canadian immigration. There is no rule as such, which says you cant do by walk. By the way, can you please share your timelines..
