Its really disappointing...sometimes one really need to think illogically and provide everything what is not required also. In my case i used to visit India for vacations, but still i provided a PCC from india..to avoid delays, just in case. As UAE PCC is concerned and as u said she dint go...

Usually, when you ask for police clearance, the officials will ask for a reason and you can say its for applying PR to canada; thts how i got from dubai...u dunt hv to provide any proof from CIC to get PCC. The only problem is pcc should be submitted within 3 months from its date of issue...

You have to provide PCC from a country where you have stayed more than six months, this is only if u choose NDVO as your visa office. I had given along with the application; yes u can provide pcc when thy ask, but it might delay the process.
