From your post it looks to me that you must be making some pull down selection error (similar/same every-time) or in your qualifications details(choice of courses) selections...because thats the only thing i cannot see in your post above.

If you think that is an important document that should have been sent and will be required by CIC or else they may either ask for it or reject your application then there is no harm in sending it. If you send it they will accept it and add to your application.
