Technically 'letter of employment' is a proof that you are/were an employee of a particular company for a certain period of time with certain roles and responsibilities and were paid the emolument for the services offered for a number of hours per day/week/month/year,
whereas
'offer of employment' is a letter that shows that a certain company is ready to hire you for your cervices and can pay the amount mentioned for your services which is for a certain number of hours per day/week/month/year and comes with certain privileges (mainly non monetary) and conditions (aka terms and conditions) along with it.

The NOC code is preferred by not mandatory. Other elements are mandatory - see the section under "Proof of Work Experience" here -
http://www.cic.gc.ca/english/resources/tools/perm/express/intake-complete.asp

[i"]The following documents are mandatory for each work experience declared:

a reference or experience letter from the employer, which
should be an official document printed on company letterhead (must include the applicant’s name, the company’s contact information [address, telephone number and email address], and the name, title and signature of the immediate supervisor or personnel officer at the company),
should indicate all positions held while employed at the company and must include the following details: job title, duties and responsibilities, job status (if current job), dates worked for the company, number of work hours per week and annual salary plus benefits;"[/i]

There are 2 types of "job offer" letters.

One is the offer you received before you started work. The letter proves NOTHING about what you actually did after the date on the letter. It is really not relevant.

The other type of "job offer" letter is the one you need if you are claiming to have an offer of "arranged employment" or a "valid job offer" (e.g. LMIA plus the offer of future full-time permanent employment, for the extra 600 pts). This letter focuses on the FUTURE, not the past. This is not the same as the letter of employment.

The letter of employment is a letter that your employer writes (not you) that testifies to the work you have performed in the past, that can be used to qualify for permanent residence. The date on the letter is used as the end date of your experience (so for example, if it is dated in December 2014, none of your experience in 2015 is covered). It is very important that if you are still employed at this company, the letter have a recent date.

Hey Jes,

I am a Prov Nominated Paper applicant, and I am wondering if I will have to provide job letters from all my prev employers in my home country and in Canada, even if they don't relate to the NOC I was nominated under. Could you please advise? I have been researching this the whole night and can't find any answers.

Thanks. :)
