Your eTA will be voided the day you become PR so airliners will deny you boarding. Land borders are good.

I put letter of completion (Aug 2021) there. Since Ircc is happy to issue pgwp after that date, I think they consider the letter of completion to signify the conclusion of the program. Got my PR without issue.

Yeah eligibility is where they verify all your documents and confirm a) you met the minimum requirements of your program; 2) all points you claimed can be verified.

For place of birth, enter exactly as shown on your passport (even if its not a city but Ircc is asking for city/). You can also double check the tracker account, in there you should be able to see what Ircc have on record for your place of birth. Everything down to space and comma must match.
