I would guess if parents have any Canadian visa in the past (or you say if they have UCI) then there files are going to Ottawa VO else their home country. But this is just my guess so I can't bet on that. ;)

You would need to use new updated forms, whatever is there on the site right now. The previous forms are outdated, so if you use them you can probably expect CIC requesting you new forms and delaying your application. As your parents passport and marriage certificates are concerned when you...

Indeed, it is "Decision Made" on Sponsorship Application Status. and alsongside on Permanent Residence Application Status it shows 'Application Received'. I assume this is normal for everyone. Its being like this in ecas for more than a month now. Still can't link the application to cic account.
