I was selected in first round of 2017 lottery and my invitation to apply email was dated 25April or so. You get 90 days from the date of 'invitation to apply' email to submit your application. I assume it would be same for 2018 too. Good luck.!!

For Canadian PCC, CIC will conduct clearance themselves. They just need PCC for all countries outside Canada if they had stayed in any other country (offcourse from India as well).

You should be OK. I have seen many applicants in 1st round with exact same problem you have at hand. New forms came in June after they had mailed there applications in May, and none of them got rejected just to due that. Good luck.!!

Yes, you should apply with your expired PR card and write a note that your PR card application is under process, better to apply with what you have then to wait and miss the chance. Also attach the copy of your Record of Landing or Confirmation of PR. I assume your PR card is expired not your PR...
