Mine had some notes on the file being held awaiting BC. After I enquired about the reasons why the BC hasn't started yet, we'd progress a couple weeks later. Might be coincidental but it was definitely helpful to see detailed notes to put our mind at ease. 7 years seem quite unusual, though...

I'd apply for GCMS notes at the link below. You will be able to see detailed notes on your application to date, that might help understand why it's still under process for the last 7 years...

You'd still get emails whenever there's an update.

IRCC portal is more detailed. ECAS is just a summary.

Didn't face similar issue on ECAS. You still get emails even after signing up for MyCIC, I'd register to get detailed information.

Thanks! I didn't check ECAS for a few days, only checked after getting PPR and it showed DM.

I didn't get a separate email for BC, just the one for PPR. Checked the IRCC portal, BC status was changed to 'in progress' the same day.

Yes, that's a good sign. Next step is PPR.

In our letter, it states to send to the local visa office for parent's country. Send to Ottawa only if parents are in Canada and plan to stay for another 3 months.

We sent the original to the London Visa Office since that's where our file is being worked on. You'd send to your visa office.

We posted as well as uploaded. The request letter had an address for the consulate to send it to. I'd do both to be on the safe side.

You should register under IRCC profile - GCKEY. You will still get email updates once a message is available under your IRCC profile so no need to check the site every day. Generally, the IME request and other letters are sent out to your profile so it comes in handy if you're registered.

Assuming, by CIC website you mean your profile; then it's the same thing and provides detailed information. If you mean ECAS, that's different and provides only a summary.

Depends on your LVO. Ours has been in the same state for over 4 months in London.

IME papers are sent to your IRCC profile. You must have a new message in their with attachments.
