I would suggest that there is no harm in saying about the laser surgery done for your wife. The reason for the Medical Examination requested by Canada or any other countries is to prevent the disease that spread easily. So if the applicant has undergone some treatment for easily spreadable...

Your question contains the answer.... As u said since u submitted the PCC in july with ur application it is not required again by the VO.... The same happened for me too... No worries..... Just stick to the mail and furnish only the requested docs.....
