    If any date on the application is pre-Citizenship, it will raise flags. Prior to taking the Oath, one is not a citizen and is not eligible for a Canadian passport.

    If she has not yet taken the oath (assuming she hasn't since you speak as though she hasn't left Canada yet), she cannot have the passport application signed yet. The forms cannot be dated before you take the oath. Of course, you can lie about the date they were signed, but that's your own business.

    You're not sure why they are validating identity for something as serious as legally taking an oath?? Literally no one does anything of this magnitude without verifying ID. I work for a local govt and we won't even issue a business licence without seeing valid proper ID.
