FYI: Inland AND Outland PR applications are now showing 12 months for approval time. Outland can no longer be assumed to be a quicker process, unfortunately.

I do not think you can apply for an OWP at this point. It should have been be submitted with/at the same time as your PR application. Your options seem to be to apply for an extension to your current work permit, or wait until you have PR (option #2). Hope this helps!
