As far as I know, the employer should be able to apply for an LMO. It just would not be considered a skilled position.

There is also the possibility that Service Canada will feel that the prevailing wage the employer put on the application is too low and will say they need to pay more. If that doesn't happen, it can't hurt to ask, in my opinion. Just be polite in asking if the wages are negotiable. Good luck!
