    As far as I can tell, "Refusal" simply means that at the time you were entering Canada there was some consideration of whether to let you in or refuse entry.

    Yes. They will cancel the decision since they obviously didn't know what they were doing when they made it. Then they will ask you for an interview and passport copies. After that, they will make the decision again. Keep an eye out on ECAS for "Decision made, and really final this time". :)
