In regards to immigration, no, you don't qualify for a BOWP. You would need a job offer with an LMIA from a new employer in order to apply for a new work permit.

The app will not be refused if IRCC thinks "this is way too much to bring over". If they qualify, they will be approved.

You can't apply for an OWP based on being the spouse of a PR. You can apply for an OWP based on submitting an inland sponsorship app.
I strongly suggest you submit a Webform to IRCC now to inform them of the refusal. If you don't and you apply for PR in future, the refusal will likely be discovered because the background checks for a PR app are much more thorough. This could result in a ban and removal from Canada.
Your work permit will NOT be issued beyond passport expiry. It will only be valid to June 2020 and there are no extensions for IEC. If you want to be able to work beyond June 2020, you need to renew your passport now before activating your work permit.
