WES doesn't accept un attested mark sheets. Check with other approved designated evaluation agencies if they accept notarized transcripts.

+1 for you too. A person who thinks like that guy/girl is not a good fit for Canada. Canadians by nature are compassionate and inclusive. Canada is a pluralistic society. Just getting a PR or Citizenship will not make anyone Canadian.

Evaluation is standard. It depends on how we do on the tests. I don't think revaluation will help.

I would recommend you to retake the test. As the IELTS evaluation process is very standard. The chance of getting a better score in the revaluation is very slim. 458 will not be a bad score. Retake the IELTS and Keep your profile up to date. Remember that you need only one draw to close at 458...
