Could you give the reason as to why you're refused? As for the webform, there's no set timeline you're better off resubmitting if you're capable and once you have the reason. I had to wait 2 months for them to even update my address on the portal.

From my understanding, some people receive email, and sometimes people don't. When you look at the portal it will say "Update: Date_Here" on the top right of the screen and if you don't see any changes based on what you see on the portal that's a ghost update. An update not shown to the user.
