Yes it's doable. You can apply for a 1st passport from outside Canada, and you're not required at all to be a citizen of the country where you're applying from.

In cases where you cut it very close, and you can't be closer than this, there's a high chance IRCC will ask for a police certificate anyway, even if it's not needed for a complete application. If you can easily get one from NZ, just do so.
