Absolutely. They are separate applications and processed independently. So it is very rare that they are mailed out on same day for all applicants., although not impossible to happen.

Each PR card will have a status. The are processed separately. So other PR card is still in process if it says status as sumbitted.

This is not true IMO - "The COPR indicates that your application is fully processed, and you can now transition to PR status" 1. The application is fully processed only when you receive CoPR, the GcKey status is marked as Approved and possibly all the stages on tracker are marked as complete...
