Received my card on Wednesday in mailbox in Toronto , was mailed on monday according to a cic officer. Cheers!

I also called today and was told my card was mailed out yesterday, not sure about my spouse's card ...

A friend of mine did recently said took 10 days to get appeal approved before he could actually apply. It also IMO depends on their workload and case to case basis.
