Answer is still no. Even with AOR. OP's spouse has been sponsored via Family Class (spousal sponsorship) using the outland application method. So no open work permit is available. OWPs are only granted with inland application method for spousal sponsorship.

There is no open work permit options for Outland spousal sponsorship. It sounds like that's what you're describing. Your friend's wife needs to get a visitor's extension.

Yes, you can apply inland spousal sponsorship. As long as you don't let your visitor visa lapse. Apply for extension of your visitor visa before it get's expired and tell them that you are waiting for your spousal application. The same time you can apply for your Open work permit.
