If the exam date and results are same then you just can correct the number in PR application, no loe needed.

Yes RC 9515 is CPC Ottawa. You will get it from Ottawa but queue probably long as Ottawa already have their own files before.

As you got ITA after the test result date, you can update the examination and result date on application form. No explanation needed but make sure you upload the ielts report card with your education document.
