    Barrie is at least an hour north of Toronto, without traffic. With traffic, it can take you 2.5 hours to get into the city. I would not recommend living there and commuting. Newmarket and Aurora are closer than Barrie, and would make a lot more sense.

    You won't be able to register the car in Canada until you have a Canadian driver's license, which you can't receive until you are legally residing here (PR status is irrelevant). So, you'll have to land, establish residency and then purchase your vehicle.
