I think they need a proof of travel for urgent (by the end of the next business day) and express service (2 to 9 business days). At least that's what I understood from their site. I think regular in person processing (about 10 business days) does not require a proof of travel anymore.I don't see the requirement. My guess is the travel date is relevant for how fast they can book you an appointment.

It may take a while if you apply by mail. For in person, you can get it by the end of next business day (with a plane ticket and $110 per person fee) or after 2-3 business days (with a plane ticket and $50 per person fee). I called them early morning, they said the local office will call by 8:30 local time and its already 10 AM but no call yet. I have a flight on Tuesday March 8, I am really worried and anxious. They said they will call but they didn't. They really stress you out at every step.For urgent passport dont wait for them to call you, Just visit the Passport office . They will let you apply walk in if you have proof of travel.
