This is so frustrating. If I'm not too confused, based on those numbers we saw back in October/December, I think their total CEC/FSW backlog is more than their "high range" target for 2022. And since my VO has yet to wake up and start processing FSW apps again, my hopes of getting PPR by the end of Q2 are kinda spoiled.
Are you seriously asking on the forum if you should lose hope? What kind of answer do you expect?
The only minor hope I have is that they will process the applicant that do not have a complex file (no change in family composition, etc) this year.

Mandamus, one option if you have 3000-10000 spare cad. You'll get the decision in a month.
Her application was processed already. For Nov-Dec ITAs (January - March AORs) applications were not even open to start eligibility. Mandamus might not work in those cases.
