They can easily hire foreigners without offering guarantee PR. If they streamline LMIA for those on demand jobs, you will see several applying for TR without even thinking if they can remain there permanently. Some don’t even want to. In the US, several Mexicans just want to work and send money back, because the exchange rate makes what they earn so valuable.

Probably LMIA is not really and option for low skill jobs like retail because it isn't worth doing it. For high skill it is probably worth it.

If you look at LMIA approved jobs at the job bank, there are several for farm workers. They could just make LMIA easier for jobs in demand, even if it’s low skilled.

Given how erratic the IRCC have been, I honestly think that an early Mandamus is the only way to have a definitive timeline... before everyone else starts filling it as well.

I've sent them a webform mentioning the timelines and demanding a decision by March (this is a necessary step for Mandamus as per my understanding). If they don't approve my PR by then, I'll get a lawyer to file the writ.

Hey is there any reason you gave them time till March? Was just wondering if there’s a 2 month requirement for mandamus?

And May I know what all did you mention in the webform? My app has already crossed 2 years post AOR so was trying to understand various options.

I think they don't want foreign-trained doctors to work in Canada, not sure how this exactly works but I read that this is not a problem for children of immigrants who study in Canada to become doctors.

There's no grand conspiracy. They just want some degree of standardization, especially when it comes to healthcare. Different countries may have different degrees of stringency when it comes to their medical degrees. It makes perfect sense that there's a degree of regulation with these for new immigrants. But immigrants often tend to be entitled.

Similar regulation exists for engineers as well, software being the notable exception. The process could be much more streamlined, but these crybabies whining about how certification etc is too tough need to look inward and wonder why they find certification in their own fields so difficult.

Licensing process for medical professions in Canada is tough and sometimes very expensive even for permanent residents.
