I believe the bulk of TR2PR candidates is folks who have been in Canada only for a few months. How did these guys decide in such a short time to settle in the country permanently when they convinced the visa officer just a few months back that they will go back after completing their studies etc. How does this even work?
Pretty much 95% of students have plans to stay here after their programs and IRCC knows this. Those who show documents of "strong home ties" such as bank balance, property, family, etc. have their application processed whereas those who have family in Canada, no assets, live in a country outside of their passport e.g. GCC nations often get refused. Also, my observation has been that the higher rank the university/college and higher level the program, the greater chance of success. I.e. Lambtons have high chance of rejection vs. Utoronto

Could this mean faster paper-based PNP processing times as well?
exactly. More importantly, this way they will be able to wash their hands off the responsibility to provide information on phone.

You know I get it that Canada wants to provide more opportunities for students to get their PRs. Those students will have paid for different tests and of course they end up paying quite a bit in tuition to the Canadian institutions. But with a focus on in-Canada people such as students, isn't the entire purpose of the express entry program being defeated? Essentially, now, you're sort of buying yourself a PR and those people who are abroad, who have advance degrees, noteworthy experience and speak fluent English are left behind?

If you look at their website. They have different programs for Canadians and Internationals aka. they don't want Canadians taking classes with internationals for A) Canadians would stop attending the school B) Academic standards for internationals are a joke

I heard the Minister Fraser Valley's interview. The only useful information from it is this: In the worldview of IRCC, 85 million has been earmarked to convert Paper based processes (like Family and spouse visa) into "Digital" processes. When they think faster processing, thats their priority.
So more money to these folks then

Did you just compare your desi MBA with a guy who has a Master's after having gone through strenuous entry criteria such as GRE, TOEFL/IELTS, real SOP, real LOR, and someone who entered the US in the Trump era? Do you know how much we go thru getting a job with a Visa sponsorship? We know what we signed up for but we did not choose an easier path like Canada for Masters coz we went to the US to learn not to roll sandwiches. How much time did you spend on getting admitted at Lamda or whatever the k that college is? You probably spent 1 month at IDP or some desi Canadian sweatshop manufacturers and begged them "Saar, I need a Caaanaada PR. Please help me Saar." Looking at your desi MBA with hospitality concentration, they probably told you "You gotta be kidding me, son." I bet FC, Pune MBA was not even considered as equivalent to Canadian Masters. Then desi consultancy suggested you apply to the ivy league equivalent Lamba or whatever the fuck that is college so that you have a shot at Canada PR one day. So I don't buy this "chose to have a degree from a Canadian institution before applying" bs. You were pushed to get a fake ass Canadian degree so that you will get your PR. I agree every job needs skills. What are You? Tim Horton's supervisor? I bet, I and folks here can do your job, but you cannot write a fking code or design a product or read a balance sheet or manage a large group of professionals. Every job needs skills but not all skills are the same.

So Sean says 85 million will be used to improve processing times of:

Getting PR Cards
Work permits,
Spousal reunification (Liberbal fkers love this word, don't they)
Student Permit
Citizenship Ceremony.

(Please note, he never mentioned 85 million will be used for PR processing times. So I guess we will see increased processing times unless draws are paused to clear 50% backlogs)

Other points: Paper-based to Digital for Spousal reunification coming soon. (Again, Liberals get an orgasm when they say Spousal reunification"
