Is RCMP a Mandatory thing for everyone? I have submitted my application with Indian PCC but not attached RCMP (I submitted finger prints for RCMP but haven't received the report by the last day of my submission)

It's not mandatory. IRCC will contact you if they need the RCMP report. But it could potentially speed up your application if you had it when you submitted all your documents. As it takes about a month to get it.

Based on my knowledge its not required. Only external PCC. RCMP pcc will speed it up though

It wasn't mandatory for us - at least it hadn't been requested in the upfront list of documents to send with our PR application.
Regarding criminality checks, we only had to submit recent (less than six months old) police clearance certificates from our home country.

Seems like some people whose AORs are in July are getting their approvals. That means in 2 months, some of us will get it too!

More like people with a bit complex cases in July are getting their PPRs. Those with old medicals etc. Thats a good news.

Finally UCI and bio got updated today after 50 days. Medical no updates.

Is it just me or IRCC has been processing the applications made after 10 of september a lot slower.... like they updated my UCI at some 37 days after my AoR and did not till DATE given my wife's biometric letter for whatever reason. This will surely delay her and my total background check.

Same here AOR date was 18th September, Medical updated on 26th October, Bio given on 28th and updated same date. After that no update, even no GU.

The way it seems is that few folks with old medicals have been updated to "Background Check" state. Some other such folks have been put to wait till their medical pass before they are pushed to background check stage.
My biometric stage is paused...
I see others background check going to progress (this is criminality check).
Bio metrics is needed for criminality stage...
