Yes that is the official guide and like I posted above, they have provided the example of how to fill this - check 'Yes' and then provide an explanation. This is the France example scenario they've provided on the official guide.

In any case, I think your choosing 'No' would also workout hopefully. Its should be fair enough to choose that too.

Have you already gotten an AOR?
No I have not. I only applied in Aug only.
In my case we moved to Canada in Feb (me) and July (family) 2017 from UAE (COO)
So the 4 years would be completed in July 2021 for everyone... For that reason only I applied only in Aug 2021 and not earlier ;)

No I have not. I a applied earlier in Aug only.

:) In which case your checking - 'No' is the perfect response.

I could have applied earlier because all of us were meeting the 1095+ days around Jun time frame. But I did not wanted to pay CA$100 in fee to get a PCC (only for my wife's case), although getting a PCC from UAE is pretty simple...

Hi, I landed for temporarily after getting my PR and went back Saudi Arabia, and spent there more than 6 months and came back to Canada for permanent. I emigrated from Saudi with getting final exit which means no more connection with Saudi. How I get my PCC, any member has got the experience.
Please let me know if anyone got the experience. As the embassy does not reply here and I don't know where to get connected for Saudi PCC.

To obtain a police certificate from outside Saudi Arabia

Only non-citizens currently residing in the KSA can obtain a police certificate. For non-citizens who left the KSA on a final exit visa, it may not be possible to get one. You can contact the embassy of your country of nationality in the KSA to see if the embassy is able to assist you.

Saudi citizens oversees can go through the Saudi Embassy to get a police certificate; however, this method may take several weeks.

If you do not have current legal residence status in Saudi Arabia, you are not required to provide a Saudi Arabian police certificate. If you are asked for a police certificate from Saudi Arabia, write: “I cannot provide a police certificate for the time I spent in Saudi Arabia because certificates are only available to people who have current legal residence status.”

Are you applying online or paper ?
The above application guide is for paper based application only...

The reference Raj mentioned must have been through this link:
https://www.canada.ca/en/immigration-refugees-citizenship/services/application/application-forms-guides/guide-0002-application-canadian-citizenship-under-subsection-5-1-adults-18-years-older.html
Would an online application differ from paper?
I stayed more than 183 days immediately before PR. In my online application I said Yes but explained why I'm not providing police cert. I mentioned reference to 10.b. below paragraph
You don’t need to provide a police certificate if
  • you were in your country of origin immediately prior to becoming a permanent resident and landing in Canada, and
  • this time falls within the past 4 years
Am I correct in not submitting police cert?

In principle No. But the order of the question may vary a bit between Online and Paper applications..

This what I read from the link that I shared above:

Example 1
You lived in France for one year (365 days) before you became a permanent resident 3 years ago. You did not travel to France after you became a permanent resident. You would answer “Yes” to the question and you would need to provide a police certificate from France if you did not provide one with your immigration application. If you provided a police certificate from France with your immigration application, tell us this in the box provided at Question 10b.

Example 2

You became a permanent resident 3 years and 9 months ago. In the past 4 years, you lived in Brazil for 3 months (90 days) before you became a permanent resident and you returned to Brazil to visit family for 4 months (120 days) after you became a permanent resident. You would answer “No” to the question and you would not need to provide a police certificate from Brazil because you did not spend 183 days or more in a row in Brazil.

See what is applicable in your scenario...

Example 1 applies to me. I would select "Yes" but not submit police certificate since I submitted one during my PR application.
